In an apparatus which transmits in a multiplexed manner a set of low-speed signals that have a frame structure in a high-speed frame, candidates of write start phases to a memory (1) for the frame aligner are set in numbers, reference is made to a common phase memory (8) that stores write start phases shared among the low-speed signals that require phase matching among the low-speed signals stored in the high-speed frame, and a write start phase is selected out of the candidates of write start phases to the memory for the frame aligner.
