A communication system comprising a plurality of consoles and a plurality of communication resources wherein supervisory controls are assignable to the consoles. The supervisory controls comprise primary and secondary functions. A system manager, which may be a designated console or a computer-aided dispatching device, assigns primary and secondary functions to the consoles.
