PURPOSE:To eliminate the time difference of a loading completion between terminals and to secure the simultaneity by providing an electronic mail accumulating device, and transmitting simultaneously program data to plural slave terminal equipments. CONSTITUTION:From a master terminal 1, the classification of a program to be loaded, a destination for showing plural slave terminals 2 of a loading destination, and program data are transferred to an electronic mail accumulating device 3. In the electronic main accumulating device 3, destination information and the program are accumulated temporarily in a storage part 32 through a communication controller (CCE) 301 and a destination analyzing part 31, and an allotter control part 33 recognizes plural slave terminals 2 of the loading destination from the accumulated destination information, sets a communication channel by a CCE 302 and transmits simultaneously the program data. In such a way, simultaneity in the case a terminal function is updated and in the case system data is changed can be secured and the manhour can be decreased by simplifying the operation.
