TV signals, for example HDTV picture signals, are distributed within or between TV studios, using a transmission rate, for example 560 Mbit/s, which is less than the data rate of the picture signal used, for example 886 Mbit/s. To this end, a coding process operates, in the case of a large number of picture sequences, without quantization and only with prediction coding and entropy coding, while in the case of very detailed picture scenes, brief quantization is carried out, so that more extensive quantization is necessary only in extremely rare cases and solely as a kind of emergency brake to prevent buffer overflow for security reasons.
