PURPOSE:To provide the subject fluid having good temperature stability and largely improved longterm durability and electrical viscous effect by forming an electrically insulating thin film layer from a polymer prepared by polymerizing a monomer having a reactive group capable of chemically bonding to the surfaces of conductive particles on the surfaces of the particles. CONSTITUTION:In an electrically viscous fluid prepared by dispersing dielectric material particles in a liquid medium having excellent electric insulating property, the dielectric material particles being prepared by forming an electrically insulating thin film layer on the surface of each conductive particle, the electrically insulating thin film layer is formed from a polymer prepared by polymerizing a monomer having a reactive group capable of chemically bonding the surface of the conductive particle e.g. comprising a coupling agent such as gamma-methacryloxypropyl trimethoxy silane or a metal alkoxide such as triisoproxy aluminum on the surface of the particle.
