PURPOSE:To vary a phased value step by step by changing a momentum spring tension applied to a control piston responding to the movement of a regulating piston in compliance with a decelerated speed. CONSTITUTION:A control piston is applied with a tension of a phased spring 42 through a spring guide 43, and also an opposing tension of a regulating spring 46. A regulating piston 31 acted by an inertia valve 38 changes a force applied to the phased spring 42, and moves a sring seat 44 simultaneously. When the spring seat 44 touches a stooper 45, the tension of the regulating spring 46 is reduced, and a brake pressure is applied at a less rate of increase.
