PURPOSE: To obtain an alkaline paper inexpensive by displacing a part of expensive pulp fibers with inexpensive materials and high in opacity and tear strength by incorporating polymeric vesiculated granules and a calcium carbonate filler in a fibrous cellulose-based material to be a specific composition. CONSTITUTION: (A) The fibrous cellulose-based material, (B) 1.0-10.0 wt.% polymeric vesiculated granules having 1-100μm average particle diameter, 20μm average granule diameter and maximal diameter of the vesicles in the granules and 5-95% volume ratio of the whole vesicles to the granules and (C) 5-35 wt.% sedimentation type calcium carbonate filler are blended, a state-holding auxiliary agent is added and the furnish for papermaking is adjusted and supplied to a sheeted paper making machine after adjusting the pH to 7.8-8.2 using a diluted sodium hydroxide aqueous solution to obtain the objective alkaline paper.
