PURPOSE:To prevent the picture quality of an image from being partially deteriorated by determining the quantizing step of a frame to be transmitted based upon the ratio of the volume of data to be transmitted to a previously allocated data transmission tolerance. CONSTITUTION:A data control circuit 31 allocates a transmission allowable data value corresponding to significant image information value for the image part of each frame to be transmitted in accordance with quantizing step calculating processing order based upon transmission data information S33 obtained from a movement compensating circuit 21 and quantized data S16 obtained from a quantizing circuit 16. While optimizing image data having uniform picture quality over the whole picture so that an overflow or underflow does not occur, a transmission buffer memory 3 is allowed to quantize the image data. Consequently, the image data of which picture quality is practically uniform as the whole image can be transmitted.
