VIDEO SIGNAL CODING METHOD

摘要

PURPOSE:To generate a transmission data suitable for the human visual sensitivity characteristic efficiently by controlling a quantizing step in response to quantity of picture information to be sent. CONSTITUTION:A quantization circuit 16 controls a quantization step used for quantization processing by using a quantization step control signal S31 given from a data control circuit 31. The data control circuit 31 quantizes picture information of each picture part according to a quantization step in response to the property of the picture information by executing the quantization at a quantization step corresponding to coded significant picture information quantity as to a picture part of each frame to be sent according to a quantization step calculation processing procedure based on transmission data information S33 obtained from a movement compensation circuit 21. Thus, a transmission data S16 proper to the visual sensitivity characteristic is generated.
