MOVEMENT COMPENSATION INTER-FRAME CODER

PURPOSE:To improve the picture quality by avoiding an in-loop filter processing to a prediction signal after movement compensation when discontinuity between blocks is less. CONSTITUTION:When an in-loop filter control is finished, a moving vector of a coded block and a movement compensation control signal are outputted as a moving vector 13 from a moving vector memory part 18. When a moving compensation section 14 applies movement compensation to a reproduced picture 15 of a coded block with moving vector information 13, the section 14 applies movement compensation by the moving vector and when no movement compensation is applied, the section 14 applies no compensation and outputs a movement compensation signal 16. An in-loop filter section 15 applies in-loop filter processing to the movement compensation signal 16 when an in-loop filter control signal 12 is set and outputs a prediction signal 17 without in-loop filter processing when the in-loop filter control signal 12 is reset. The quantity of production of a prediction error signal of a coded block is reduced and the picture quality is improved.
