PURPOSE:To restart the line service automatically when a fault of a transmission line is recovered by starting or stopping the line service depending whether or not the quality data of the transmission line satisfies a reference value. CONSTITUTION:When the quality data of a transmission line 201 does not satisfy a reference value and the number of transmission errors is increased, a network managing equipment 1 uses a line blocking means 4 to block lines 101-103 via a packet exchange (PKT) 21 based on a data collected from a transmission quality data collection means 2. When the quality of the transmission line 201 satisfies the reference value and the transmission quality is recovered after the lapse of a prescribed time, the network managing equipment 1 uses a line block releasing means 3 to release blocked lines 101-103 via the PKT 21, thereby starting the line service. Thus, when the fault of the transmission line is recovered, the line service is automatically restarted.
