PURPOSE:To prevent the difference of switching caused by polarization between the light in a TE mode and the light in a TM mode by forming a substrate surface consisting of any crystal surface such as (111)(111) on a substrate and forming an optical waveguide layer 14 and a clad layer on the substrate surface. CONSTITUTION:The substrate surface 13 consisting of any crystal surface such as (111), (111), (111), (111), (111), (111) or (111) is formed on at least a part of the substrate 12, and the optical waveguide layer 14 and the clad layers 15 and 16 are successively formed on the substrate surface. Namely, the optical waveguide layer 14 and the clad layers 15 and 16 formed on the substrate surface work to generate an equal Pockels effect not only to the light in the TE mode but also to the light in the TM mode. Thus, refractive index is changed by impressing a voltage on the light in the TM mode, and switching is performed. |
