INTER-FRAME/IN-FRAME CODING SELECTION SYSTEM

PURPOSE:To save quantity of information to be sent by selecting an in-frame coding when a code length to an inter-frame signal is longer than a code length to the in-frame signal. CONSTITUTION:An inter-frame/in-frame signal selection means 10 outputs an inter-frame signal in inter-frame/in-frame signals when a variable code length to the inter-frame signal is shorter than a fixed code length to the in-frame signal and outputs the in-frame signal when the fixed code length to the in-frame signal is shorter than the variable code length to the inter-frame signal conversely. A variable length coding means 11 applies variable length coding to the output of the inter-frame/in-frame signal selection means 10 when the output is the inter-frame signal and applies fixed length coding such as 8-bit code processing to the output when the output of the inter-frame/in-frame signal selection means 10 is the in-frame signal and outputs the result to a transmission line.
