<p>PURPOSE:To transmit a signal of an area for face sharply more than other areas by quantizing a signal in each area at a prescribed quantization step and coding the signal so that the face area and other areas in the same frame are subjected to proper bit distribution respectively. CONSTITUTION:A face area detection circuit 101 processes a picture signal in the unit of frames to detect a face area in each frame, and a blocking circuit 102 divides the picture signal of each frame in parallel into plural blocks in the unit of coding processing. The picture signal via the blocking circuit 102 is inputted to an inter-frame/in-frame discrimination circuit 103 and a difference circuit 104 and fed to each one terminal of switches 105, 106. The switches 105, 106 are thrown to the lower position in the case of inter-frame prediction and thrown to the upper position in the case of in-frame prediction. One set of quantization step size of the face area and quantization step size of the other area than the face area or over is set for each frame.</p> |
