PURPOSE:To increase the processing speed of even the device for which a CPU is applied and to provide the higher safety and economy by providing a 1st signal processing means which emits a scram signal when the average output value of a reactor is above a set value and a 2nd signal processing means which executes the monitoring of the signal, etc., by the CPU. CONSTITUTION:The microprocessor 13a reads the digital LPRM detecting current signals from input modules 11-1 to 11-4 for respective local output region monitors (LPRM) signals and executes the processing including the conversion of these signals to the reactor output % value (LPRM% value), the conversion from the average value of this value to a reactor average output % value (APRM% value) and the monitor. The processor 13a delivers the scram signal when the APRM% attains a comparison value or above. The microprocessor 16a of a CPU module 16 reads out the signal asynchronously with the processor 13a and executes the processing such as checking of the soundness of the respective LPRM detecting current signals, the monitor of the respective LPRM% values and the monitor of the APRM% value.
