This pay-out includes, in combination: a) a tubular chassis (1) formed from a U-shaped tube (2) positioned horizontally, the two branches (21), (22) of which are prolonged, in their lower part, by two vertical tubes (41), (42) and to the central part of which are rigidly attached two parallel and oblique tubes (31), (32); b) a short distance from the lower end of the two oblique tubes (31), (32), a spindle (6) which joins them and on which a wheel (5) is mounted; c) two stays (61), (62) fixed at the ends of the spindle (6), on either side of the oblique tubes (31), (32); d) a tube (7), the two ends of which are each provided with a groove (71) in which the oblique tubes (31), (32) may be engaged, the said tube (7) serving as the spindle for the reel (8) of wire to be paid out. <IMAGE>
