In order to produce ions, particularly negative ions, a mini-accelerator is proposed, comprising a reservoir (13) in which a liquid is placed, a system for injecting gas under pressure, with a friction tube (26) oriented along the axis of the reservoir, and a liquid intake channel (28) immersed in the reservoir, the end of which is curved over towards the outlet of the friction tube. A metal wire (34) allows the charges of positive ions formed to be absorbed, while the negative ions are removed by inwards-curved tubing (18, 20). This device, which is particularly simple and devoid of any risk of explosion or fire, may be used especially for producing negative ions, in order to implant liquid medication or medication in solution on the surface of living tissue, or for depositing a layer of a product on an object. <IMAGE>
