Rotating machine behaving, either like a variable-output pump, or like a variable-speed motor. It essentially comprises a double-walled body forming two reservoirs such as 52 and 53 in which there rotates a rotor consisting mainly of two pumps of the positive-displacement type with internal gearings 14/15 and 25/20 separated by a partition 24 and mounted facing each other. In this embodiment, it is the internally toothed rings 14 and 25 which drive the pinions 15 and 20 rotating freely on eccentrics 28 and 29 positioned symmetrically with respect to a neutral zone 4 with the aid of a set of gears such as 33, 34 and 35, and creating variable-volume suction and pressure zones. When this pump is associated with a motor of the positive-displacement type, the assembly constitutes a variable-speed transmission. <IMAGE>
