PURPOSE:To obtain high-purity oxygen and hydrogen and to allow water electrolysis with a low electrolytic voltage by providing the layer of a platinum group metal specified in surface resistance on the anode side of a solid electrolyte membrane consisting of a cation exchange membrane. CONSTITUTION:The platinum metal layer 2 having 10 to 1000OMEGA/cm surface resistance value is provided on the anode side surface of the solid electrolyte membrane 1 consisting of the cation exchange membrane. An anode current collector 3 and an anode current collector 4 carrying electrode catalysts are disposed in tight contact with this membrane from both sides. The electrolyzing device unit is constituted thereof by using an anode frame 6 and a gasket 7. The plural units are connected at need to constitute the electrolyzing device. This unit is useful for a cosmic life maintaining device, etc.
