The invention relates to a method and to a device for manufacturing precut strips, of the sort in which the strip coming from a pay-out spool is made to pass through a precutting device where transverse precutting lines are made at regular intervals in the strip. The method is characterised, essentially, in that in the said precutting device, the strip is made to pass step by step between a fixed transverse edge and a rotary cutter which can turn about a spindle parallel to the said fixed edge, in synchronism with the displacements of the strip and which carries at least one substantially radial precutting blade including, on its edge, notches corresponding to the said solid attachment areas.
