PURPOSE: To reduce the processing cost of low-value transaction by providing a local storage device assigned to each user at a local unit which can be communicated with a central unit provided with a central storage device for each user, and transferring a fixed sum which is not beyond a prescribed sum from the central storage device to the local storage device at the time of receiving a card. CONSTITUTION: Central units 2a-2n provided with a central storage device 12 are connected through a telephone line 6 with plural logical units 4a-4n provided with plural local storage devices 22, and the demanded sum of each user is stored in the device 12, and the device 22 is assigned to each user, and plural terminal devices 30a-30k of each unit 4a-4n are provided with a card reader 32. Then, when a user inserts a card into the device 32, and executes an account establishing operation, a card is recognized by a master 20, the device 22 is assigned to the user, the account of a user, that is, the fixed sum which is not beyond the prescribed sum in the units 2a-2n is entered in the credit of the device 22, and the expense of transaction is subtracted from the stored sum. |
