PURPOSE:To lighten a burden to an operator in a power plant, by automatically starting and stopping mills, based on the predetermined target flow rate of heavy oil and target generating value of electric power, monitoring the generating rate of electric power, commands to supply coal to the mill, and operating condition of the mill. CONSTITUTION:When an operator sets a target flow rate of heavy oil and a target generating value of electric power in a data setter 21, the signal 11 of a target flow rate of heavy oil and the signal 12 of a target electric power are fed into a calculator 22, by which a target operating number of mills is calculated. The signal 13 of a target operating number of mills being calculated, is fed into a controller 25 to start and stop mills. The mill starting and stopping controller 25 starts and stops mills to the target operating number of mills, based on the signal 13 of a target operating number of mills, the controlling signal 16 to the command to supply coal to mills fed from APC controller 23, the signal 19 for the generating electric power fed from the side of a plant 50, and the signal 20 which indicates mills on operation. |
