PURPOSE: To reduce failure by making a thickness and the size of a cover plate adaptable to stress generated on the edge of a hole, arranging a sealing sleeve in a holding bolt, and constituting the projecting tips punched from intermediate plates so as to transmit gravity of a fiber mat to the intermediate plates. CONSTITUTION: A holding bolt 4 is fixed to a support structure 1 to penetrate through a cover plate 3 so as to be fastened by a nut 7, and a sleeve 6 is push- opened for sealing. A thickness and the size of the cover 3 are optimized for stress generated on the edge of a hole of the bolt 4. In a heat insulating system, a large number of intermediate plates 8a, 8b are arranged between two layers of a fiber mat 2 to have a sealing function as well as to have a role to fix the fiber mat 2 to a side wall of a structure even at accident time. For this purpose, the projecting tips 9 are punched on both sides from the holding plate 8b, and the pointed ends 9 transmit gravity of the fiber mat 2 to the holding plate 8b. Thus failure can be reduced while reducing a cost.
