摘要 <p>PURPOSE:To decode a moving picture signal by applying 3-dimension block orthogonal transformation in horizontal, vertical and timeless directions of a picture with respect to plural consecutive field signals to obtain a transformation coefficient, stopping the processing of a part and coding the remaining transformation coefficient. CONSTITUTION:An interlace moving picture signal of an original signal is inputted to an interpolation circuit 1 and 0 is interpolated as a fixed value to a picture element of a line not scanned because of interlace scanning for each picture field. Then the interpolated picture signal is replaced into a transformation coefficient by a 3-dimension block orthogonal transformation circuit 2. In the circuit 2, an input picture signal is split into blocks with a prescribed size in the time spatial direction. The picture signal subject to block processing is subject to orthogonal replacement into the horizontal, vertical and timewise directions of the picture, replaced into the transformation coefficient with the same size as the picture block and the result is outputted. Then a processing stop circuit 3 stops the processing as to the portion equivalent to the high frequency component among transformation coefficients. The remaining conversion coefficient is subject to gain correction and quantization by a quantization circuit 4 and subject to variable length coding by a coding circuit 5.</p>
