PURPOSE:To prevent the inversion of cell sequence by providing a sequence number insertion means inserting a sequence number to a prestage even when an equipment not necessarily warranting the sequence of received cells is provided on an ATM communication line and providing a buffer assignment means to a post-stage so as to recover the cell sequence. CONSTITUTION:A cell switch network 11 not necessarily warranting the time sequence of input and output cells is arranged to an ATM (Asynchronous Transfer Mode) exchange network. Incoming lines 121-12N of the switch network 11 connect to the cell switch network 11 via a sequence number provision block 13 arranged to the pre-stage, a sequence recovery block 14 is arranged to the post-stage of the cell switch network 11 and outgoing lines 151-15N are led out via the block 14. Then a buffer is used for each call requiring the recovery of time sequence to await a cell. Thus, the inversion of cell sequence is completely prevented.
