PURPOSE:To prevent development and maintenance man-hours from increasing owing to an increase in the number of simultaneous users by distributing and analyzing messages according to the attributes of communication telegraphic messages, and controlling preparatory and end processing required for transfer processing and transferring files. CONSTITUTION:A telegraphic message control means 14 distributes the messages according to the attributes of the communication telegraphic messages which accord with the file protocol of users and a session control means 15 confirm the right to use data that a user attribute storage means 13 holds to set a logical communication path to a user terminal 7 and generate information regarding the utilization state of utilization start information. A user control information storage means 16 holds the generated information, a protocol control means 17 analyzes the distributed telegraphic messages, and a file transfer processing means 18 controls the preparatory processing and end processing required for the transfer processing and transfers the files according to the information held by the means 16. Consequently, even when simultaneous users increase in number, the file transfer device needs neither to be increased in scale nor extended, thereby preventing the development and maintenance man-hours from increasing.
