A butterfly valve is installed at a point of a water pipe in use that the valve shaft support fits in the pipe opening to plug it tightly in placing the valve body in the pipe. A water pipe (1) mounts on its outer side a T-pipe (2) connecting to a control valve (3), which mounts on its upper side a drilling machine (4) whose drill tip (5) cut-opens a hole (6) for the valve shaft (7') to fit in. The drill (4) is then replaced with a slit drilling machine (8) to cut-open a slit (9). The machine (8) is then replaced with a valve setting machine (10) whose shaft (11) connects at its lower end to the valve shaft (7') and lowers to place the valve (7) in the pipe (1) through the opening (9). A holder (12) for the shaft (7') is placed within the T pipe for its lower portion (12') to fit tightly in the opening (9) and for its top part to be screw capped with a ring (13).
