The apparatus includes; peeling box (3) having hole (45) and being integrol with main shaft (12); buffer plate (32) mounted at inner periphery of the box (3) and fixed by rubber projection (29); supporting pipe (40) and bonding pipe (38) axially combined on a gear shaft with brush rollers (30,30') and screw.
