This invention describes a technique for improving the effectiveness of 'poling' of a composite material and hence its degree of electrical activity. The technique utilises a preferential uptake of a polar fluid by one of the phases to reversibly alter the resistivity balance between the materials within the composite. The fluid may be driven off after poling by, for instance, vacuum drying to allow operation of the material as a low electrical loss material.
