PURPOSE: To improve engine speed controllability by furnishing a decoupling means to reduce connection between control signals working at different speed on a device to control an air flow rate, engine speed and a lambda value by inputting output of a lambda sensor, an engine speed sensor, an intake air flow rate sensor, etc. CONSTITUTION: A lambda controller 20 to generate a control signal in accordance with an output signal of a comparison step 22 to find deflection between an actual valueλist of a lambda value appearing on an output terminal 14 of an internal combustion engine 10 and a target valueλsoll to be provided through an input terminal 21 is provided. Additionally, an engine speed controller 25 to generate a control signal in accordance with an output signal of a comparison step 26 to find deflection between an actual value nist of engine speed appearing on an output terminal 15 of the internal combustion engine 10 and a target value nsoll of engine speed to be provided through an input terminal 27 is provided. Thereafter, a signal to control an air flow rate, engine speed and the lambda value is generated by inputting an output signal of each of the controllers 20, 25 to a control unit 17 after adding an output signal from a decoupling circuit 30 to reduce connection between the control signals.
