PURPOSE: To obtain a silicone water-in-oil type transparent emulsion suitable for local use to skin and hair, comprising water, a volatile polydimethylsiloxane, a specific silicone surface active component, a specified transparent structure forming agent in a prescribed ratio. CONSTITUTION: This emulsion comprises water, (A) a volatile polydimethylsiloxane, (B) a silicone surface active component of formula I (R is H or a group of formula II; (a) is a value of 9-115; (b) is a value of 0-50; (x) is a value of 133-673; (y) is a value of 25-0.25) having 10,000-50,000 molecular weight and (C) a transparent structure forming agent composed of at least one polyhydric alcohol as essential components in the ratio of 1-50wt.% of the component A, 0.1-20wt.% of the component B and 1-50wt.% of the component C and is capable of maintaining comfortable touch and excellent shelf stability when applied to skin even if mixed with a component such as a 2- hydorxyalkanoic acid effective for skin and hair.
