PURPOSE:To reduce the quantity of the occurrence of invalid areas owing to the failure of the allocation of a file by rearranging data definition sentences which request allocation and allocating the files on a successive and direct access device medium from the file of a large allocation request capacity. CONSTITUTION:When file allocation is designated at random, there is a case when the file which requests a small capacity is allocated to an idle area to which the file that requests the large capacity can be allocated, and the remaining capacity of the idle area becomes small, whereby the file which requests the large capacity cannot be allocated. Thus, the file corresponding to the capacity of the idle area in the medium 16 can be allocated and the idle area can be effectively used by rearranging the data definition sentences which request allocation and allocating the file to the successive and direct access device medium 16 from the file of the large allocation request capacity.
