PURPOSE:To enable both application wherein importance is attached to encoding delay and application wherein importance is attached to an encoding/decoding error mode by providing a changeover switch, and encoding a signal on a variable block length basis when importance is attached to the error in encoding and decoding or on a short block length basis when importance is attached to an encoding delay time. CONSTITUTION:An input signal sample obtained from an input terminal 1 is supplied to (n) encoders 1001, 1002... 100n at the same time. The respective encoders encodes the sample by using mutually different block lengths N1, N2... Nn and encoding outputs and auxiliary information on bit distribution, etc., are supplied and stored in a storage device 101 independently of one another. The encoding outputs are supplied to (n) decoders 1021, 1022... 102n at the same time and their decoding outputs are transmitted to an error calculating circuit 103. When, however, a specification signal is supplied to an input terminal 108, signals which are encoded with specified block lengths are sent and stored instead of the signals which are encoded with the best block lengths. |
