PURPOSE:To prevent the degradation of picture quality from being conspicuous by executing complete forecast encoding processing in a small block. CONSTITUTION:Both of the mode 1 encoding/decoding processing 101 and mode 2 encoding/decoding processing 102 are in-block forecast encoding processings. In mode decision processing 106, the distortion to an original picture signal in each mode is calculated from these two kinds of a local decoding signal and the original picture signal by distortion calculation processing 103 and 104 and in comparison and decision processing 105, the distortion of the block is compared and the mode signal of 1 bit is outputted to express the encoding mode for which the distortion is decided to be small. In selection processing 107, according to the mode signal to be outputted from the mode decision processing 106, the encoding signal of the mode is selected and outputted. Thus, even when bit errors are generated in a transmission line, the influence of the error can be limited in the block and picture degradation can be prevented. |
