<p>PURPOSE: To apply a television signal encoding having coherence control by generating a television signal encoded according to plural possible processing operations, controlling temporarily selected spatial and/or temporal consistency, and selecting one processing operation of a video signal from among the possible processing operations. CONSTITUTION: A selecting circuit 17 compares the output signal of low pass filters 5, 9, and 13 with a video signal to be encoded, and the selecting circuit basically controls a selecting circuit 45 so that the processed video signal from an output 55 matched with the video signal to be encoded to a satisfactory level can be supplied form the processed video signal supplied through the branch of an encoding device. A consistency control circuit 56 is included in a device which selects a spatially and/or temporally adjacent block processing operation, and controls the spatial/temporal consistency and spatial consistency of the selection of the block processing operation. Thus, the rapid and frequency isolated flashing of a high resolution block can be avoided, and the local reduction of can be markedly reduced the resolution.</p> |
