PURPOSE: To miniaturize a cutter head by arranging an axis member and a lock lever between a hub and a switching cam within an annular space coaxially formed for a rotary axis line and fitting the switching cam in the radial direction at the external area of a reel. CONSTITUTION: The lock lever 17 turns limited by the periphery of the axis member 16 by centrifugal force operated to this. As the result of this, the reel 8 is relatively rotated with respect to a casing 3 and consequently a cutting system 10 similarly receiving the influence of centrifugal force is fragmentarily discharged and consumed. This is attained by arranging the member 16 and the lever 17 within the annular space coaxial with the rotary axis line 2 of the cutter head 1 between the hub 4 and the switching cam 21 fitted in the radial direction at the external area of the reel 8.
