PURPOSE:To automatically select a program matched with the kind of a data base by determining the opening range of the data base by a user program and the kind of the objective data base by a user program managing device. CONSTITUTION:A user program 31 is provided with function corresponding to a data base 33 as the object of service and the opening range of the data base 33 by this user program 31 and the kind of the objective data base are determined by a user program managing device 2. Thus, by adopting a system for which the user program managing device 2, call deciding device 11 and calling device 12 are coupled, the user program can be easily incorporated and the user program 31 can be called while being matched with the operational from of the data base 33.
