PURPOSE: To make it possible to execute an effective communication of a digital data bit stream based on spread spectrum technology by combining a chip stream generator for encoding an information signal and a frequency band converter for converting the frequency band of an encoded information signal of which randomness is increased before transmission. CONSTITUTION: In a bit-chip converter 30 built in a transmitter 20, a chip encoder 40 on a prestage is connected to the frequency band converter 42 and connected also to a data input line and a chip clock input line. The data input line is connected to one input (a) of an exclusive OR gate 46 and the 2nd input (b) of the gate 46 leads out an output from the chip stream generator consisting of a digital counter 48 and a logic function generator 50. The converter 42 prepares a chip stream signal of which frequency band is converted. Consequently, an effective communication of a digital data bit stream based on the spread spectrum technology can be executed.
