PURPOSE:To easily draw a card out by blocking the return of a turning lever by spring force by inserting a latch click part to a groove on the turning lever and turning the turning lever in a direction reverse to the direction of energization by the spring force. CONSTITUTION:After the insertion of the card is finished, a turning lever 18 is turned in the direction reverse to the direction of the energization, which is caused by the spring force, by using a driving means and a lock click part 28 linked to the turning lever 18 fall down. At such a time, a latch click pat 31 of a latch lever 19 enters a groove 32 on the turning lever 18 and the return of the turning lever 18 by the spring force is blocked. Then, a state for the lock click part 28 to fall-down is maintained and the card is prevented from being drawn out. After the reading and writing of data to the IC of the card is executed by an IC connector which is in contact with the surface of an IC terminal in the card by pressure, the latch lever 19 is moved by using the driv ing means and the latch click part 31 is detached from the latch groove 32 on the turning lever 18. Then, the lock click part 28 rises up by the return of the turning lever 18 with the spring force. Thus, the card can be drawn out.
