PURPOSE: To effectively read out an apparatus or the like put on a holding arm on all relative oscillating positions by changing the radius direction interval between the pivoting position of a rail and the axis of a joint in accordance with a strut side joint disc and a holding arm side joint disc. CONSTITUTION: In addition to the joint-like arrangement of a joint arm 3, a rail (rod) 6 is arranged in a housing shell of the joint arm 3 and the end parts of the rail 6 which are respectively bent at a right angle are eccentrically pivoted on respective joint discs 7, 8 arranged on respective joint axes 11, 12. In this case, the radius direction interval (a) of a pivoting position 9 on the joint disc 7 on the strut 2 side is larger than the interval (b) of a pivoting position 10 on the joint disc 8 on the holding arm 4 side. When the joint 3 is extended, a holding plate 5 is turned in parallel with a desk 1 and put on the desk 1 based on the arrangement of the rail 6 so as to be bent to a comparatively lower position on an exteremely high position. Consequently an apparatus or the like arranged on the holding plate 5 can be more accurately read out by a person sit ahead of the desk 1 and can be operated.
