PURPOSE:To improve efficiency for using a transmission line by monitoring a change for each frame of inputted picture data and adjusting the number of packets to be transmitted and the length of packet data corresponding to the degree of the change. CONSTITUTION:A change detecting part 3 compares inputted picture signals according to the train of bits for the unit of the frame and detects position change quantity s1, position change velocity s2, density change quantity s3 and density change velocity s4 of an object as the change. In response to the inputted values of the detected parts s1-s4, a fuzzy inference part 4 executes fuzzy inference and calculates an optimum number e1 of the packets to be transmitted and an optimum length e2 of the data for transmitting the picture data at such a time point. Then, the calculated values are sent to a packet data preparing part 2. Based on these values, the packet data preparing part 2 prepares the packet and sends the packet to a packet data transmission part 5. Thus, since the number of the packets to be transmitted and the length of the packet data are adjusted to be irreducibly minimum, practical time for using a transmission line 8 is shortened and the efficiency can be improved for using the transmission line. |
