PURPOSE:To reduce the delay of an encoded picture by providing frame memories for two picture in an input part, composing an encoder of a control part, encoding part and variable length encoder line memory and gradually advancing encoding. CONSTITUTION:The frame memory for two pictures is set in front of the encoder and an inputted moving image signal is written to any one of the frame memories for each frame. When encoding is started, the moving image signal of the newest frame accumulated in any one frame memory is slightly encoded corresponding to the quantity of encoded data accumulated in the line memory of an output. When the encoding of the frame is finished, the reading of the frame memory is simultaneously switched and the moving image signal is encoded. The speed of encoding is matched with the speed of a transmission line by the line memory of small capacity. Thus, the delay of the encoded picture can be reduced. |
