This is a sleeve with diametrically opposed longitudinal grooves suitable for receiving the excess dimension of the strip or band. In the wall of the sleeve there are orifices which form groups of four located in planes transverse to the axis of the sleeve, the orifices of one group offset with respect to the orifices of another in an arc which is substantially identical to the diameter thereof. A fork or similar tool accommodates its ends in the orifices and allows the rotation of the sleeve, which casts onto itself the excess of strip or band, acting as a ratchet which gives the strip or band a suitable tension. <IMAGE>
