PURPOSE: To manufacture a sound insulation with excellent sound absorbing qualities by comprising at least one layer of a synthetic material which can be processed to give a foam and/or at least one layer of a wool portion, the acoustically effective layer being thermal deformable and having sound absorbing qualities. CONSTITUTION: A coating portion comprising a hot melt or latex is coated to fit a filament 6. PE powder is sintered on the filament-fitting portion in order to glue an acoustically effective layer 1 thereon. The acoustically effective layer 1 comprises a wool portion 3a and a synthetic substance 2a which is thermal deformable and is not acoustically resistance, a seal wool portion 11 is fitted on the layer 1, followed by a back face coating portion. This results in excellent insulation properties in terms of air sound excitation compared to the conventional one.
