PURPOSE:To shorten loading time by loading a program by a high speed device after transferring a program file to the high speed device by a low speed device in the case where the program file in a high-speed external storage device is abnormal, and loading the program by the low speed device in the case where the high-speed external storage device can not operate. CONSTITUTION:In the case where a magnetic disk device 2 is normal, and the program file is abnormal, after a transfer program is loaded on a main storage device 6 by a magnetic tape, the program is transferred from the magnetic tape to a magnetic disk 8, and rising processing is executed again, and a system program is loaded on the main storage device 6 by a disk loader. In the case where the magnetic disk device 2 can not operate, the system program is loaded on the main storage device 6 by a magnetic tape loader. Thus, operation at the time of program load is simplified, and the loading time is shortened.
