PURPOSE:To automatically decide the specification of a system constituent by providing a rule group to decide a specification setting item and its setting content, and a means to execute selectively the rule group based on data relating to the constituent at a knowledge base. CONSTITUTION:A rule execution part 32 reads out the data relating to the constituent from a first storage part 20, and generates data for manufacturing by adding the style, the manufacturing number, and the manufacturing data, etc., of each equipment by using the specification decision rule group of an internal storage 31, and next, generates specification setting data equipped with required information other than a specification setting content by using the data for manufacturing and the specification decision rule group, and stores it in a second storage part 25. A rule call control part 35 searches the specification setting item whose specification setting content is undecided from the second storage part 25, and the rule execution part 32 decides each specification setting content by referring to the data relating to the constituent, and stores it in a field corresponding to the specification setting data. Thereby, it is possible to remarkably reduce time and labor required for the decision of the specification, and to prevent a various kinds of inconvenience due to a careless mistake occurring.
