PURPOSE:To protect proper data in accordance with a user or a working program by using a memory card carried by a user and individually permiting/ inhibiting the execution of plural reference programs. CONSTITUTION:A user level is set up by the memory card 5 so that plural reference programs stored in a ROM 2 such as file transfer, deletion, memory clear, the modification of memory contents, and the direct I/O of an I/O board can be individually permitted/inhibited. A control table constituted of flags for identifying processing to be permitted/inhibited is set up in the memory card 5. Consequently, proper data can be protected in accordance with the user or the working program.
