PURPOSE:To remarkably facilitate balance adjusting operation and enable minute adjustment by enabling adjustment of holding pressure of a hydraulic circuit while varying a water amount in a tank and adjusting load added to an accumulator. CONSTITUTION:It is necessary to substantially linearly vary holding force of a hydraulic circuit in accordance with the change of a roll diameter in order to always keep balance by means of a balance cylinder. The total load to the accumulator concerned is easily and minutely adjusted by varying an amount in a reservoir while operating valves 43 and 44 and watching a level gage 40. It is therefore possible to minutely adjust the holding pressure of the hydraulic circuit wherein pressurizing is performed by driving oil in a cylinder 30 through a plunger 32, and always bear lifting force corresponding to the weight of the above-mentioned roll. The conventional operation such as attachment/ detachment of a heavy weight is disused, so that adjustment work is remarkably facilitated.
