<p>PURPOSE: To realize an efficient bit speed reduction mechanism by combining multi-dimension no-noise compression and deletion of encoding of blocks meeting a perceptual reference. CONSTITUTION: An encoder 12 has an analysis filter bank 22, and an image signal is applied there. The signal is preliminarily sampled for a digital filter, and further, a signal average value is substituted by a processor 21 and is quantized to 8 bits and is inputted to a perceptual model 28 and a multiplexer 30. A coder 24 responds to a minimum band (0, 0) picture in both directions. A quantization encoder device 25 makes a quantization process and an encoding process respond to perceptual analysis occurring in the perceptual model 28 in response to a human visible system adaptive signal of a lead 26. Thus, the quantity of the quantization noise is increased if perception is impossible, and unprecedented data compression of a transmission picture or a stored picture is realized without perceptible degradation at the time of reconstitution.</p> |
