PURPOSE: To treat soil or materials containing radioactive nuclide economically and efficiently by solubilizing classified radioactive contaminating wastes by an aqueous leaching solution in a fluidizing apparatus and removing nuclide with high contaminating level from the solution. CONSTITUTION: Radioactive contaminated soil is inspected 3, a granular soil range section containing contaminating substances in high concentration is determined by aγ-ray scanner 8, pulverized 11 into the particle size about 420μm or smaller, carried on a continuously moving belt 14 through a hopper 13, y-ray inspected 12, and disposable wastes 18 are discarded. An intensely contaminated section is led to an aqueous soil eluting and fludizing layer apparatus 16, an aqueous leaching solution is poured 12, and a heavy section with low contamination level is taken out of a line 25. Meanwhile, a slurry with high contamination level is led to a dewatering apparatus 26, the leaching solution is removed, and solid sludge wastes are dewatered 31 through a line 28 and sent as cleaned wastes to a line 32. Further, almost all of the radioactive or radioinactive harmful substances are removed from the leaching solution by an ion-exchange column 38 and the resultant teaching solution is cleaned and re-used.
